you installed PCI card ,called USB, no name stated or part number
use the drivers from THEM< the maker of the card.
there are always extra cables, most are power supply cables. in DT.
A tech would look and instantly see where they go and there purpose, explaining that is long long story.

you find out XP does do USB well, , sure it does it horribly
XP does not support all USB devices, (some sure) but many not.
and must have SP3 installed, good luck finding that on dead OS
and not get infected with virus, XP is a Virus Magnet.
Getting XP up on new USB devices is a chore, no/?
why not ask the maker of both the mp4 player if it supports
XP. and then ask the card maker USB if it supports XP'

it's not.
the front of the case (reading old review from2005)
shows a USB 2 port.
and that is wires there that go to the motherboard, USB2 jack.
if unplugged this wire USB2 there will be dead.
the mother board has a USB chip, and port.
but needs drivers you dont have, from HP that are no longer
offered.
how to cure that, you add a new PCI card, from a maker that supports
XP, , but who does that now in 2017.

Does anyone have an idea on how to fix this
I have the same problem with the card installed in a HP-520w. However, I noticed that the onboard USB ports are only running at USB v1.x as well and continue to do so even now that I've removed the board. I suspect a BIOS problem with my computer that is affecting both.
