it sounds like the lcd inverter board may have gone bad- its what powers the back light on the monitor similar to a flourescent light. usually its fairly cheap to replace (around 25 used on ebay) typically its located inside the lcd bezel on the bottom center.
monitor could be going bad. plug in the same computer and cable to another monitor. see what you get. same problem? use a new cable on either/both monitors see what happens. this will help you determine if the problem is in the monitor, cable or computer's video output.
If your pc works on another monitor. I would recommend you buy a new LCD monitor or a used CRT.
The best solution if your computer works is to buy a LCD screen, I've thrown out my 17" crt screens they aren't worth anything these days. You can get a used crt from ebay
Over here where I live I bought a used crt for 25usd thats was over a year ago.
Theres really no point in trying to repair the screen if its broken, buy a working one or a brand new lcd.
