From my own experience, the darker you skin color the more you want to avoid anything with a purplish hue around your eyes. Regardless of how bright the color is, it will darken your skin. I have found that instead of using a concealer for under my eyes using a different shade of foundation (one that is one to two shades lighter) is just as effective, if not more so. Be careful, when mixing two different foundations, blending well is the key.
If you wish to stick with concealer I would try to Sally Hansen Light if you wish to remain with that brand. Try concealers that have just a hint of pink or yellow to compliment your skin while brightening.

depends on what you'd like to highlight, if you want to highlight your cheekbones forehead or chin use a buffing/buki brush. If eyes use a mac 219 blending brush for the area of your eye lid closest to your nose and the area beneath your eye brow.

Sorry that I can't answer your question directly, it's a tricky question - there's a lot to do with your skin tone, the shade of the under eye circles, la la la, but here is an AWESOME gilr on youtube that explains a bunch of methods/colors to conceal those under eye circles.
