Here's a solution finally!! Turn on the radio and press the + button, then while holding it down turn off the radio and then turn it back on after a second, then release the + button. A little icon that looks similar to o))) will no longer be there, which means that the roger feature has been disabled. To re-enable it, turn off the radio, THEN press +, then turn the radio on. Hopefully this helps. It works for other motorola models too, I got this from the manual for the T5500.

Hello Bo Duke,
If one radio won't walk to the other my guess if that you have the Privacy Code function set up incorrectly.
The privacy code function mutes the radio unless it receives a signal from another radio transmitting the same privacy code. If Privacy Codes are turned on for Radio A but not turned on for Radio B then you will be able to transmit from Radio A to Radio B but not from Radio B to Radio A. If Privacy Codes are turned on for both radios but each unit is set to a different code then neither radio will be able to talk to the other.
Make sure that the radios are both set to the same privacy code or that the privacy code function is turned off on both radios. You can find more information on how this function is set in the radio's Owner's Manual.
Hope this helps!

SOURCE: Motorola CLS 1450c radios microphone problem.
The problem you are experiencing is not a mic problem, or the problem would also be associated with the two-way radio portion of the radio. Your radio is either in need of repair or you have a bad, low or defective battery. It takes more energy to transmit or use the unit as a phone than to simply receive.
If your radio is under warranty (less than 1 yr old) you can return it to the place of purchase for warranty replacement or service. After warranty repair is also available through Motorola's factory depot. Ask your local dealer.

The "others" have an Interference Eliminator Code ( aka PL or code) applied to their frequency. You would need to program the same "code" into your radio.

You can with the manual determine how to program and/or read-out the radios.
Best regards.

Here is a link to the user guide: http://www.giantintl.com/ContentManage/manuals/Moto/T71xx.pdf Programming instructions begin on page 19. Your frequency and code must match identically for the radio to work together.
Best regards.
