When I turn on the camera, a message comes on the screen asking me to turn it on again. That's as far as it goes no matter how many times I turn it on. Prior to that, it began making some funny noises when I turned it on, a rather loud clicking sound.

Re: Turns on but that's all
Oh yes the Sony Click When the camera powers up it must run a duty cycle to check that all circuits and the lenses are functioning properly. What you are hearing is most likely the gear assembly on the lens is out of time. one gear reaches its limit the motor doesn't know because another component is not is the proper orientation and on gear clicks over another. Never reaching the end The software does not get the information that everything is okay and does not allow the camera to function. Suggest professional Repair.

its just a matter of batteries...some are not powerful enough to operate the camera ....Try to change them and buy some real good ones..like Duracell or Tatra...do not make any compromises when buy the batteries...get the best cause these kinda cameras really require powerful ones...or ...try to get a set of rechargeable ...
"turn off the power and on again" its a very comman problem and occurs when the lens block assembly start malfunctioning. Actually the slide motor not work properly and until the lens not come out completely the camera will not work, that's why the error message appears "Access" and then screen shows "turn off the power and on again". In this situation you have to replace lens block assembly. And the part No. is with description is given below:

hi try to reset ur camera...To do such reset, turn on the camera and hold the menu button down for longer than 5 seconds. A message should hopefully come up on your LCD asking if you want to reset the camera. Select Yes....
hi try turning on and taking hold of the end of the lense and gently pulling and twisting you may hear a click but dont force it. then turn off and on again. then you may want to try
Press Menu button togle across from REC Mode to setup togle down thrice from camera to setup 1 togle across into sub menu togle down from four times to Initialize togle across again to the sub-menu togle up from cancel to OK press center button to accept the OK choice Screen changes and so press okay again It should restart the camera Opening on the 'Clock Set' screen togle down to cancel and use the camera and make sure that you have the camera to flash, if it works try again in the Auto function. If it is still not working do not worry follow the steps again two or three more times, As this is generally a software error message and not a hardware malfunction. If it is working then don't forget to set your Clock.
