Get into this link first and know how you can check your remote. Check it first. If found faulty, clean it. The proceedings to clean it also given. If it does not help you, make sure that the remote handset is irreparable, and you have to buy a new one. OK.

You can get a general purpose "universal remote" and program it but difficult and tough to get all of the functions to work. I would recommend stepping up the price paid for a remote to around 100 - 120 dollars. The one I recommend is the URC remote. This one can be programmed with multiple components to a single button. There are many out there other than URC but it is one the I use and have found to be very reliable.

Need to change tint, color on screen using the remote of course

Since you do not provide the make and model number of the TV so we can look for the user manual for you to read on how to make adjustment to your TV.
You just have to get to the MENU button on the remote for the ON screen setup menu and look for Picture adjustment set up to adjust the Pictures.
It should show Brightness, Contrast, Tint, Color adjustment choices.

Switch TV on then a blank red screen appear then a green and then a blue which then just repeats that sequence of colours every second. The remote control packed up working some month before. - 2 year old...

turn TV on, let the Tv cycle through the three colours, then using the remote press the menu button followed by the standby button. press standby button again and it all comes up working.

Philips 28PW6515-05 flat screen TV

You have a bad connection on the CRT board thats mounted on the end of the picture tube it sounds like, or the socket on that board that plugs into the TV set is intermittant or has a bad solder connection on it. Good Luck
