Okay... you probably know what restarting your computer means.. When they tell you to restart your browser, that simply means that you have to get out of the browser you are working in. In your case, it appears that you're using Safari. In my case, for example, it would be Internet Explorer, Google Chrome, or Mozilla Firefox. If you simply close down and get out of ALL of your active windows, and then reopen Safari or whatever you're working on, that should do it. If things don't seem to work how they're supposed to, you can always just restart the whole computer. That way, you KNOW you've restarted your browser.
To restart you browser: Close it and open it again. To completely restart your browser: Restart your PC and open the web browser again. To refresh a webpage: press Fn+F5 or F5 depending on your PC and Settings. To completely refresh a page: press Ctrl+F5
