That subwoofer is included in the MHC-GX450 system. I have the amp/CD/radio unit. but not the subwoofer. The control cable connects the LED on the Sub to the main unit. When the main unit detects this connection to the LED it switches on its internal subwoofer amp to drive the subwoofer.
Does the JVC receiver use a "control" circuit through its external subwoofer unit to signal that it is connected to the subwoofer? If not, you do not need to use the control jack on the SS-WG450 to connect to the JVC receiver. Connecting the Sony subwoofer to a subwoofer output on the JVC unit may be enough. Do check the impedance required by your JVC receiver. Sony lists the SS-WG450 as having a Nominal impedance of 6 Ohms. Is this high enough for the JVC unit?

If this is a house unit, it'll take 110V AC to power it up, then there is a voltage regulator after that that drops the voltage, so the electronics don't burnout.
