This is a common problem with LCD panels and usually means that you have a defective backlight. Not an expensive repair but not something you could repair.

I must have been confused when I answered this question. Sorry about that. This is not an LCD panel and I do know the difference. Sounds like you either have no high voltage or no video drive at the CRT. If the high voltage is out, you probably need a flyback and horizontal output transistor. Not that expensive these days but if you are not familiar with what they are you probably would not be able to replace them. Video drive problems would require an oscilloscope to check for signal at the CRT. Again if you do not have an oscope you will be limited in what you can do. Overall the repair should not cost that much at a reliable repair facility and would be worth the expense. Good luck and sorry about the confusion.

If the main power button LED is flashing or solid yellow, this could indicate a hardware problem.
Was it running good before?
Are the diagnostic LED lights all green?
Here is what dell says:
If the power light is blinking amber —
The computer is receiving electrical power, but an internal power problem might exist.
Do you remember what the BSOD said?
