If there is no power at all then check also the door switch and thermal cutoff.
If it is working but not heating, then test the high voltage
capacitor,the rectifier diode.or the magnetron. If all this are fine,
test the control board.
The diodeand
capacitors can be tested. The capacitor must be allowed discharge before
testing, or you risk to get electrocuted, evenif power is off.Capacitors
can get discharged by shorting their two contacts.
Before replacing the magnetron test also the control board.
Replace the magnetron if the checks and all of the high voltage component tests are good, but the unit still does not heat.

Parts must be tested to find out what is wrong.
Remember that microwaves are potentially dangerous devices if not repaired properly, the job must be done by a competent person.
A microwave energy leakage test must always be performed when the oven is serviced for any reason.

If you look at consumer affairs.com, there are many problems like this with GE microwaves. Not a good track record, experiencing problems with mine as well.

With the symptoms you
have, I would most strongly suspect a shorted high voltage rectifier
diode or a bad magnetron, or a loose and possibly corroded connection on the magnetron's terminal.
The diode is a fairly
cheap fix, and the mag will cost more.

Sounds like you've had a failure in the microwave portion of the unit.
Microwave not heating problems when the timer/controller board appears to function properly, are related to the following components -
1) Diode
2) Capacitor
3) Transformer
4) Magnetron

About 95% of the time it is the magnatron. If the microwave is under 5 years old that part is often covered under warranty. I would check your manual. If not the p/n is 8206335 and it's about $80 and fairly easy to install. I just looked and the magnatron is covered.

If the microwave oven appears to be working but it is not heating the food, it is very possible that the magnetron, or its power supply has failed.

When you hit Start to cook, do the inside light and turntable come on?
Any unusual noises? Is it louder or quieter than usual?
Do you have the model number?
These answers will help me judge whether it's in the high voltage
section (magnetron, transformer, or diode) or the control section
(door switch or control board relay or connection).

Yes, the light comes on and the turntable works. Everything seems to work normally except for the fact that the unit does not heat anything.
The noise I refrerred to is VERY subtle...with power set to high (PL-10), it comes on a second or two after the unit starts, which is when the magnetron would normally start. And n PL-10 it stays on....the humming is what I would normally except it sounds a little different....likes its "humming" at a sligthly louder and lower tone ( best I can describe it).
I have also noticed that running the unit for 30 seconds to 1 minute starts to produce a smell...like "something electrical". Its not very strong, but with fan running, it definitely sends smell around unit.
Putting the unit on a lower power setting like PL-1 cuases this humming noise to go on and off. I presume this is how the unit would normally warm (instead of cook) food, by intermittently sending microwaves on then off, instead of constantly ON. This is why I thought the issue migth be the mag tube....hope this helps clarify....
