Time.dll was probably installed along with some software that came with the HP printer.
As time.dll is shared with other applications HP may have removed it during the uninstalling process and either some oter application is looking for it or a command to open it has been left behind.
As you say the Dell printer is working well so have alook in your StartUp folder (Documents and Settings/User/Start Menu/Programs?StartUp) and delete any reference to that file of HP Printer.
Also look under StartUp by Clicking Start > Run and typing msconfig and uncheck andy reference to HP or the file.
If it turns out another pallication needs the file then reinstall that application.

How do I find and install a missing file from windows?

  1. Download and install DirectX 9 here.
  2. After install of DirectX 9, restart your computer in safe mode.
  3. Next, delete d3d8thk.dll from the c:/winnt/system32 folder.
  4. Then copy this d3d8thk.dll (originally d3d8thk.w2k) to "c:/winnt/system32/d3d8thk.dll" and restart.

LXCGtime.dll is a module installed with the spooling drivers for Lexmark printers. This is required for your printer to work properly and should not be disabled. You may need to re-install the Lexmark printer driver hope this helps

OVTFBoot.dll

OK ya must be trying to install into Vista? anyway whats happening is ya NOT using Admin mode... and that DLL isn't being allowed to be put in the system32 dir... so disable UAC open admin prompt and find it, & copy .. so after ya install find the DLL on the install media .. then copy and paste it to ya windows\system32\ dir.. register it if reqiured should be all good.

Better still install properly with admin rights and such. GL
