My samsung monte does not receive incoming calls, everything else works.
Did you tried your SIM card in another phone? Try that. If it works there then you problem is in your Monte, if not then your SIM card has some technical issues. I belive that you can ask for an exchange on your SIM card if it's neccesary. For more info please ask your cellular phone carrier.

Mine also did this. It only does this when you do not have signal. If you do have signal and it still does this you just need to call ATT and confirm it with them. They ended up sending me a new one that has better software on it for free.

In the settings menu, you are able to disable the ability to make outgoing calls. You will need the security code for the phone in order to change this.

Unfortunately it is not possible to record calls from within the phone. You could however use speakerphone and use an audio recorder to capture the call audio.
