Even if the USB cable is connected perfectly to the camera and PC it still is not sure everything in the cable and both connectors is 100%. Or even the drivers in the computer can be corrupted.
Start with another cable, and if possible try to connect another camera to the compeer, to check the computer acts normal to that.
Always try to isolate a problem to one thing.
For the time being, you perhaps could place the memory card in an external card reader connected to the computer, to put the pictures on your computer that way?
First, try attaching the camcorder via usb cable with the camera OFF, then turning it on. This may trigger Windows to activate the driver scanner and activate the driver. If you've been attaching with camcorder off, try attaching with it on, to see if that activates driver installation.
If that doesn't work, you may have a low-power usb plug; often the usb ports in the back of the computer put out more juice than the handy ones on the front. You may also need a shorter and more robust usb cable; I've found with various cameras and phones that certain usb cables work fine for recharging but won't necessarily provide adequate data transfer.
This can cause by a bad usb cable that you're using to connect the camera to the computer, so better try to use another USB cable and also connect the camera to another USB port on your computer so we can check if the USB port is bad or not...
Try using a different USB cable. The connections between cameras and computers usually are problematic. A card reader will allow you to download the pictures from the SD card, without problems and saving your camera's battery power supply
