PICTURE TURNED ON SET TODAY, AND THERE IS A BLUE LINE ABOUT 12 INCHES FROM TOP OF SCREEN. WITHIN IN THE BLUE LINE THERE IS DOUBLE PRINTS FROM WHAT SHOULD BE AT THE TOP OF SCREEN, ALONG WITH DOUBLE LETTERING WHEN PULLING UP THE GUIDE, AT THE TOP OF SCREEN THE COLORING IS YELLOW AND BLUE

Sounds like there is a problem in the convergence circuit. There should be an on board cross hatch and controls to adjust the lines to a white line. If these control wont adjust then the power ICs in the convergence circuit are most likly bad. if you know how to solder and know how to replace electronic parts then get a service manual find the part #s and order the parts . If you dont know how I can teach you here sorry. But I will tell you that a repair like this will run about 300 to 400 bucks to repair. Good Luck

No vertical deflection, only a thin horizontal line.

A few ideas you may want to consider/explore;

While it is true that capacitors do dry out, the values that you posted (22uF & 32uF) are relatively low for the pump/boost capacitor which is responsible for the "top of the picture was a couple of inches short". Normally this should be around 100uF connected between pin8 & pin 12 of LA7836;
agree that the Vertical IC LA7836 is busted hence the single line;
in most vertical designs, there would be a diode from pin7 that goes to pin12 that needs looking into for a leak;
pin7 is the Vert B+ ~ 24VDC while pin1 is secondary B+ 9 ~ 12 VDC. In some designs to accomplish this, there is a dropping resistor from pin 7 to pin 1 and sometimes a zener diode from pin1 to GND parallel with a filter capacitor;
pin11 is the vertical output that goes to the yoke. From the yoke some design uses another capacitor (about 1000uF) before going to the ground through a low resistor (~ 1 ohm);
above mentioned parts need to be checked out of ciruit preferable and special attention to possible leaks of the diode when testing in reverse bias mode.

Your alignment is off. Go to the set up menu then convergence. hit right and you will be in the convergence menu. select the color that is not in alignment. The green line does not move. if blue and green are lined up the line will be cyan. if red and green are lined up the line will be yellow. when all three are lined up the color will be light. Click here to find info the user's guide and how to turn close caption OFF. Download all the files and and you should find the info on page #19 but you will need to have the TV remote control or if your TV has a menu/set up button on the front panel, you can try to get to close caption using the channel up/down and volume up/down.
