Three strikes and it's out... rca does this, it is just showing it has tried 3 times for you and untill it is unplugged it won't try again.. you need to provide model #.. could be a few different things
hissing usually meens you have high voltage...that's good but then what don't you have?
ctc 169 - 179 could be high voltage divider... need more info

It seems that you have either a defective lamp or ballast, i recommend that you replace the lamp first, if it doesn't work it means that it's most probable that your ballast doesn't have enought voltage to keep up with your lamp. I recommend you get a Philips lamp since it's going to give you a brighter image and also it has a longer life spand 6-8 thousand hours, on the other hand, the generic lamps last 3-6 thousand hours and the image is not that bright, so if you're looking for quality get the Philips.
The model number of your TV probably falls under the ITC-222 chassis design. Do a search based on that criteria and it should point you in the right direction. If I remember right, you need to replace FL231 on the deflector board though. Good luck Dave.
To find your user's manual just in case you've lost it. You can visit http://tv.rca.com/en-us/productdownloads.html and select your tv's size and model number. In case you don't know the tv's size I'll give an example. On the back of the tv you can find the model number. Example mine is R52WH74, that means that my projection screen is a 52 inch. Write back if this isn't what you're asking for.
ALL of you have a problem in power supply/deflection board 3 capacitors open located cp150 2200uf 16volt and two 220uf 35 volt, check them first then resolder around FBT other wise order new deflection board 125.00
