Go to the Chunghop main site and find the remote you have by the image and then Download the manual in the manual it has all the codes that are pre-programed into the remote control if the code is not in the list use the Code Search and program the remote control .

Simultaneously press “DISPLAY” button on remote handset and Volume- button on the front panel of television receiver for 6 to 8 seconds to get the various service menus. · To access any parameter , use Up/Dn keys of Program/Channel
· To change value of any Parameter, use +/- keys of Volume
· To exit POWER switch off the set

The volume (+) button on the TV is stuck or soiled if the volume automatically increases when the TV is turned on. To find out:

1. Turn off the TV.
2. Press and hold the volume (-) button on the TV then turn it on.
3. If the volume doesn't automatically increase, you have a stuck button.
4. If it does increase, you have a faulty key control board.
5. In either case, you have to replace the key control board.

1. Unplug the TV.
2. Let it stand for 15 minutes to allow voltages to drain completely to avoid the risk of electric shock.
3. Remove the screws securing the TV's back cover and pull it off.
4. Disconnect the cable that runs from the main board to the control key board.
5. Turn the TV on using the remote.
   
6. In this manner you can use the remote control to run the TV while waiting for the control key replacement board.

A nice little Control IC but when they fail ithey take out a lot of components around the power supply especially the output FET rather catastrophically for the power board.
I would look elsewhere for your fault because if there is a flashing light, the microprocessor has power and that comes from the power supply.
Look for open circuit fuseable links.
