First of all, thank you for posting your question here at Fixya.
I have a copy of Sony KLV-23HR1 repair manual but it has no LED error diagnostic lists to verify the caused of the blinking LED of your unit. I've checked the other KLV series on my collection but all of them does not have a blinking yellow error code.
After checking the blinking error code of KLV series, I found out that most of them indicating power supply failure. In your case I would advice you to check the output of the power supply(G board) feeding the other board to determine its condition. You must have a multimeter set in DC measurement. Place the black test prod to chassis ground while navigating the red test prod to each pin of the connector while the set is power on. Please let me know your reading to continue our diagnosis.
Please ensure safety precaution while on testing the DC output voltage, make sure that you will not short the lead to other pin to avoid further damaged.

mr. villanueva i tested the connector as you suggested.there are three connectors .the first one is numbered cn8803 with 12 pins,6 pins red 15,48 volts and the other 6 pins red 0.111 volts.this connector feeds the very next board.the other connector has 10 pins and is numbered cn8802 and all of its pins red 0.111 volts.the last connector is numbered cn8804 and has three pins and all of them red 0.111 volts.

AKB circuit (AKB), the timer/standby indicator blinks for about
30 seconds then goes to the self-diagnosis function. Something is wrong with
the video. You must have some knoledge in electronics and ability to follow the schematic diagram of TV otherwise called as circuit. Must have a high quality digital multimeter, soldering iron and a concept of soldering. I'll assist you. Must have confidence and more patience. If you have these, inform me by Fixya. I'm happy to assist you. If not, get it repaired by Sony Authorised service center. Any service center, who takes this set for repair, must have all the testing equipemets like oscilloscopes, clour analiser, pattern generator and AVO meter. Without these testing equpments, trying to repair this set will make things mor worse. OK.
