10-12 hours for 120v AC charger, I do not recommend using a DC car charger to charge the battery. You can purchase a replacement AC charger from Black and Decker, they service Vector products. here is the link;

SOURCE: looking for replacement parts for vector spot light
The bulb you are looking for to fit these vector spot lights is an automotive bulb, and H3 with a PK22s base. They come with a cable and a nickle size disk at the base of the bulb. They come in several wattages, eg 55w and 100w. Try the "bulbs.com" website, in their search box type "H3 PK22s" and you will see they have a variety of wattages and voltages. Be sure you buy a 12V for these spot lights. They come with a cable and nickle size disk at the base of the bulb. Hope this helps. From Uncle Ray

Boy, this one is a loaded question.
Could be the charger itself that's defective.
Having a current monitor (Kill A Watt P3), comes in handy to check to see if the wall transformer / charger is drawing any current. That would determine if the charger was working to some degree. The best way is to measure the voltage coming out of the charger itself. It should be low voltage. I would use an digital auto multimeter to check the voltage. The transformer should have written on it somewhere the type of voltage (DC-direct current/AC-alternate current). Be careful not to shorted the end connector as I could damage it.
Could be the cord of the charger that is bad.
Could be the batteries themselves that are bad.
Could be the flashlight internal parts are bad.
