in this case, do the following test. Since the machine starts to fill water a little pull out dispenser drawer and make sure water intake to softener compartment. There is possible 2 failures. First, clogged the holes for intake water above softener compartment and water doesn't intake to softener compartment. Second, faulty water dispenser so water intake to the pre-wash or wash compartment.
The softener drawer cover is designed to siphon out most of the water that runs into the drawer so, when the wash is over, the drawer should always be nearly empty. Unclip and take out the detergent drawer, unclip the softener cover and fill the softener tray with water. Clip the softener cover back on and the water should run out immediately. If it doesn't then a small blockage in any of the 3 pipes in the cover can completely stop the siphon action. Cleaning them out is generally all that's needed.
This is inevitably caused by a blockage. The small fabric conditioner compartment in the soap dispenser drawer has a removable plastic cap. This cap fits on the top of a tube which has a hole running through it where the water should siphon through.
When the time comes for the fabric conditioner to be released, cold water enters the small compartment and just washes the conditioner over the top and down the dispenser to the tub. When the water stops flowing, all that is left is the clear water. This water should siphon up the inside of the cap and down the tube.
This tube often gets blocked with the conditioner and if you remove the dispenser drawer and take off the cap you can give the whole thing a good clean out. If the cap is missing, the siphoning will not occur.
To test the function, hold the soap drawer under the tap and allow the water to fill the fabric compartment to overflowing. When you turn off the tap, the remaining water should slowly siphon out of the hole under the cap.
lift out the blue part of the conditioner compartment and you'll see attached a tube at the end. clean this out completely. also check the tube in the compartment is clear. poke a cotton bud down it to clear it. if you want to check to see if its worked take the drawer out(blue button at back of drawer) put the blue grid back in the dispenser and fill the compartment up under the tap ,hold the drawer level. as it gets full you should see water start to flow out the back ,turn the tap off and if its worked the compartment will slowly empty. these were a big problem for hotpoint and concentrated conditioners will block it regularly.
Take out the drawer and clean the compartment and pipe at the end of the drawer with hot soapy water - washing up liquid works well. Clean all around it. Use a pipe cleaner, cotton buds or piece of coiled curtain wire to ensure that the U shaped pipe is clear of obstruction. Pull it back and forward to dislodge any accumulated fabric conditioner. To show this is working OK, put it in the sink and fill up the compartment with water until it is overflowing then stop. The water should drain out of the compartment on its own. Next, where the drawer fits in the machine clean the water exit above the drawer with a washing up brush. This can appear brown or white depending on your water type. If this is OK try running the machine. If there is still a problem, remove the drawer again and turn off the power at the mains. Use something like a paper clip to poke all the holes in the water dispenser area above the drawer. There are lots of them so some patience might be required. If you live in a hard water area it could be blocked with limescale in which case an application of a descaling mousse or spraty will assist. Once complete, make sure you rinse the drawer area, drawer and put the drawer back in and run the machine on a short cold fill wash cycle. Put some fab con in the drawer to test that the machine drains it correctly. A good idea is to slightly water down fab con concentrate as it will eventually clog up the dispenser. If all is well then there will be no fab con left. If it is still there then you will need to get into the water dispensing area to see what is wrong. Occasionally the mechanism can get jammed, lose a spring or just get broken, in which case it will need replacing.

at the back of the conditioner compartment there is a syphon. check the tube of the syphon is clear. put on rinse and at the point the conditioner should be taken, open the drawer and check that there is a jet of water into the conditioner area. if not, there are some holes in the roof of the top of the box. these may be blocked. clear with a hairpin or similiar
