My scroll bar starts moving on it's own and goes to the top. If i try to move it, it starts flickering. if i go to the menu to restart after clicking on start it starts scrolling on it's own

my best suggestion is that at the cost of a new mouse replace it. No there is no way to service the scroll wheel in a mouse

Does your mouse have SCROLLBAR UP/DOWN buttons? It sure sounds like your mouse is going bad. I would get a new one, they are cheap.

What is this address bar reading or is it just another search bar ?
It might be part of an added search engine you might have inadvertently downloaded these seem to attach themselves to various downloaded programs.
Check you add remove program lists for any unwanted or unneeded programs and uninstall them
also check managed add ons
Create the menu tab on your homepage open webpage right click in the top toolbar you should see a number of toolbar options select the menu tab which will add File Edit View Favorites Tools and Help

Click on the tools at the bottom of the drop down list Managed add ons

Toolbar extensions Search providers and Accelerators you have if don't need any of them you can disable or remove them.

Imesh toolbar removal

try this tip:

  1. Click "Start" on your computer screen and click "Run."

Black Bars each side of my new monitor wide screen

Right Click on an open spot on your desktop.

If your Operating System is Windows XP, choose Properties from the menu box that pops up when you right click.

A new window will open up. Click the Settings tab at the top right.
On this menu you should see a slider bar near the bottom left under "Screen Resolution". Left Click and hold the mouse button on the grey button and move it on the slider bar over to the right one spot. Then click the Apply button on the bottom right of the box. The screen may flicker for a second and your desktop will change size. If the screen covers the whole monitor and the black bars are gone, that may be the correct resolution. Click OK on the box that has a timer and is asking if you want to keep the screen that size. If the screen does not look correct, click No and you may need to slide the button one more spot over and try the next resolution and Apply until it looks correct.

Under the slider bar as you move it over a line at a time will be 2 numbers like this 1024 X 800, and when you move the bar over the numbers will change. I believe the optimal resolution setting numbers for the 20" monitor you have should be 1680 X 1050 for the widescreen. You may want to try that setting. If it looks too small, try sliding the bar to the left and try each resolution setting.

If you have Windows Vista, (it is similiar to XP):

Click the Start Button and click Control Panel in the Start Menu
Click Appearance and Personalization in the new window that opens up.
Click Personalization, then click Display Settings at the bottom
A new box will pop up with the grey button on a slider bar near the bottom left under "Resolution" Slide the button to the right to the next line one spot over on the slider bar and then click the Apply button. The screen may flicker and change the size of your desktop. Click OK if the screen looks correct or click No if it doesn't look correct and try sliding the button over one more line.

Autoscroll

Try simply using a system restore to before the problem started acting up. Also, you can try going into the mouse properties (Start Menu, Control Panel for Xp) and look for scrollsettings there, which may allow you to turn off certain mouse features (aka. if gestures are enabled it might be conflicting with scrolling).

Screen flickers

Dear,
Try this one
Right click on desktop and select Properties.
Then click on advanced button and choose Troubleshoot from tab.
Now move the slider bar to middle level and remove the check form Enable write combining. After all restart the system, it will solve your problem.

Toshiba Laptop

on key board make sure scroll lock is not enabled

with your mouse make sure keys are not sticking this is a commen problems

on the start bar down bottom of screen right click it make sure that the tiled sections are not checked off this will be a continued flip if any of these are active
