The charger continuosly BLINKS RED and does not charge battery
SOURCE: My Casio Exilim EX-S880 wont charge.
I had this exact same problem. Here's a solution. I had to do it about 7 times and others on Amazon said they had to do it about 20 times. But it does work! My light is a solid red as we speak! Good luck!
My NP 20 gave me the flashing red light of death and I got Casio to replace it. Then I had the same problem with my second NP 20 so I dug around for a way to fix it and I found the following advice on a site called FixYa. It worked instantly and I didn't risk ruining my battery.

I had the same problem as this.
what i did was...
i kept putting the battery on the charger then took it off as soon as the red light came on.
i did this about 6 times.
doing this puts a bit of charge in the battery each time before the charger starts to flash.
after the battery as got enough charge in it it can start to charge.
hope this helps.

this appears to be a problem with cheap copy batteries. I've got the original Olympus battery that came with my camer and have no problems with charging i.e. the light comes on and stays solid red until the battery is charged at which point the light turns solid green. If i put in the cheap 'copy' batteries that I got off Ebay from China or somewhere, the led light flashes red continually, no matter how long I leave the batter on the charger for. I put the battery in my camera to check to see if it was charging at all and it has no charge in it. So I'm going to throw away the cheap battery I got. I think the flashing red light means that the charger is unable to charge that battery for some reason? Not sure why as I can't find any documentation on the net anywhere. Hope this helps some people.
SOURCE: battery won't charge, the charger blinks red and
I contacted the manufacturer and they immediately sent out a new lithium battery. I received the new battery in 3 days, charged it, and the camera now works like new.

"Another way I found was when this happens, to push the battery to the
point the light will turn on, when it starts flashing slide it off then
back on. Do this a few times so it charges a little, then you should be
fine to leave it on."
I tried to do this with my LI-10C Olympus charger and it worked..The blinking red light turns to solid red..Thanks for the info...Now I won't be bothering to buy a new batt.or have my charger checked..
