Frame output IC means nothing, but the VERTICAL OUTPUT IC. Every TV will have it, which will scan picture vertically at 50 or 60 Hz. [1 HZ means one frame per second. Normally TVs will have 50Hz, 60Hz and 100Hz vertical frequency]. As vertical frequency rat increases, the picture fliker wil decrease. High level high-cost TVs will have 100Hz or even more frequency will be used for vetical scanning.
In the case of computer monitors, the vertical frequency will vary from 60Hz to 120hz. You can see its picture stability, at this high frequency.
The IC [Integrated Circuit Chip], which generates the vertical frequency and outputs it called the vertical output [frame output] IC. OK

Depending upon what make, model and age your set is. If the frame scan has stopped there may be either an IC that has failed or transistors. If it is an older Hitachi, then a frame module will be required, if a Sony, a frame IC.
There are four wires from the scan coils. two go the line and two to the frame. The line you say is OK, then the other two go to the frame output stage. Check the IC/Output Transistors/Module as required.

The frame output Ic has failed. Change the frame Ic and the capacitor next to it that looks a bit dried up or it will fail again very soon.

Not sure which philips i have, but suddenly lines have appeared at the top of the picture, going the width of the screen, about 4 inches down the screen, and moving downward.

It seems you may have a vertical linearity problem. Check all electrolytic capacitors around the frame output stage. The frame output ic may be at fault but this is less likely.

Turn on TV, no picture but sound is ok, thin white line running across screen

You have a frame collapse problem. Line, EHT, power supply, video and sound stages are all functioning. Check frame output ic for dry joints, resolder all pins. HT supply for output ic's derived from line stage check for open circuit safety resistors around line output transformer, if you find any then frame output ic will also be suspect. WARNING Very high voltages exist around the line stage. Make cold tests with Ohm meter with set unpluged from mains supply.

Don't panic - your telly has not died!

This is called Field Collapse! More often than anything else it's the Frame Output IC that fails. I don't know your particular JVC model and there are many types of Frame Output IC's but I'll have a guess and say that it is a UPC1488H which seems to be a comon type.

It might be best if you put it in for repair and I can tell you now that these IC's are not cheap anymore, but a service centre should only charge £30-40 to do the job.

I have a 35in Toshiba tv and it come on but have a stright line in the middle of tv.

HELLO

If the line is VERTICAL and at the centre of the screen it is called LINE COLLAPSE, but when the line is HORIZONTAL this is called FIELD COLLAPSE.

It may be dry joints on the field/frame output IC or it may have gone open circuit. I know that the field/frame output IC's can be obtained, but if you are no good with a soldering iron then you'll have to put it in for service.

The problem here sounds like dry joints on or around the field/frame output IC. I have sorted this kind of problem before with a soldering iron - some (but not all Toshiba's) seem to suffer dry joints on this part.

Try a resolder. If that does not cure it then the field output IC will have to be changed.
