For an older iPad, it is the little button on the side of the same side of the iPsd as the volume control buttons.
For later models, it is part of the iOS.
Press the Home button (if your iPad has one) to return to the Home screen.
Press and swip down in the upper-right corner of the screen.
The control panel will appear.
Tap the button that has a circular arrow on it, with a lock icon in it to toggle the screen rotation lock Off/On.
If it white screen you are screwed if you do not no the Apple ID
if you can access the screen you can google check Apple ID then type the serial number to heck if it iCloud lock you can find serial number or imei number back of the iPad or in sim try if it's 3G iPad then type in and see if the iCloud is locked or not if it's not you can restore Ipad by iTunes on your computer turning the iPad off by pressing holding the power button and in-certain the charge till iTunes logo pop up on your iPad and then on your computer then restore the iPad

Press and hold down the Home button on the front of your iPhone, iPod touch, or iPad while still holding down the On/Off button. Keep holding both buttons as the screen turns off keep holding both buttons until the turns back on again and displays the Apple logo
The following can be done on ipad with iOS 8:
1. Press the home button( the round button on the front side of your ipad), to go to the home screen.
2. Find the Settings icon ( looks like gray clockwork gears) and tap on it to launch the Settings app.
3. After settings app is started try to find on the left side of the screen Passcode ( has a red lock icon near the text) and tap on it
4. In the passcode setting screen you can choose the type of passcode with the Simple passcode setting switched on or off ( simple means a 4 digit number, not simple means any character combination
5. By taping on Turn passcode on you can enter your passcode. Be carefull not to forget your passcode, otherwise you will not be able to use your ipad later.
To reset the iPad, (iPod, iPhone) press the home button and the on / off button and hold both, till the apple logo appears on the screen. Then release both buttons. It will take about half a minute, till the start screen appears again.
If your iPad has iOS 7 and there is a lock screen asking for the password for an Apple ID, shown only partially don't bother resetting the iPad,because this question will com back whatever you try or whatever you do. Till now nobody has cracked that one. You need the password from the former owner. Read my other post about unlocking iPxxx.
To capture screen shot or print screen on your iOS (iPhone, iPad, iPod touch): 1- Press and hold menu button (the menu button at the bottom of your device) 2- While the menu button is hold down, press the power/lock button (the button that you use to lock the screen at the top of your device)

If the iPad has frozen on a screen press and hold both the lock and home buttons for about 30 seconds. This will hard reset the iPad and it should then boot normally.
