If you mean that you can't turn the volume down, the problem is either a broken volume control or a broken connection to the "ground" side of the control. Either way, you should refer repair to someone knowledgeable about fixing scanners.

Look for any jammed buttons on remote, any obstruction like a sticker or gum on the sensor on the TV. If you have such obstructions, the TV will respond only partially.
Take the case apart and clean the Volume and Squelch with Electronic Contact Cleaner until the knobs move really easy. The Potentiometers should now be clean and the Scanner should work as it should now.
The simplest thing to try is some compressed air directed to the knob. This would clear out any dust or dirt that may be obstructing the knob. I am not sure what you mean by power cut so I am shooting in the dark here. Did you ever get this problem fixed? Ours just started doing the same thing. It worked fine the night before, but today it's doing what yours is doing. The remote stopped working for the TV. The remote still works for the cable box, but volume and anything related to TV function not. The screen flashes when we try to adjust volume or anything else, but resets to previous volume. TV not responding to any commands either on the front panel or remote.

I have a Radio Shack Pro 97 Scanner that I received as a present 1-1/2 years ago. It was working just fine and then suddenly there was no squelch or volume. The keys make noise when pushed, but there is no sound for the squelch or volume. The scanner scans the frequencies but does not stop and play. I went on line and found that other people were having the same problems. I went back to the store that the unit was purchased from and received no help what so ever, they said it’ s off warranty and I was out of luck, nice way to do business??. I think that something that cost as much as this should not be junk after a short period of time.
