That particular Dell uses a power supply with non-standard wiring. The plug is the same size as an ATX plug, but it's wired differently. If you were to replace motherboard & plug in the standard power supply, it would damage the supply, or the motherboard, or both. Also, the front panel plugs (for power & power LED & hard drive indicator) are proprietary as well. Ideally you should replace it with another Dell Dimension 4600 motherboard. I've found replacements for reasonable prices on some of the auction places on the web. I recently replaced a failed motherboard in my Dimension 8300 with one I got from a popular auction site, I think my cost was about $59 plus shipping.
The other option would be to remove the hard drive, video card (if any), and optical drives, and consider a 'barebones' package from various sites such as geeks or newegg.

Hi stefyboy - Below is a link where you can download your driver. After you get to the page just make sure it says Windows XP as the operating system. Then scroll down and click on the + next to where it says network. You want the intel 10/100 driver. I've included a few a ways to install it. If your kinda new to this the easiest is the download to desktop method and just remember where it unzipped it to, you can always move it to a driver directory where you can keep all your drivers for the future.

Hard Drive Installation (via WinZip) with HTML Pop-Up Window for R67150.EXE
Download
1.Click Download Now, to download the file.
2.When the File Download window appears, click Save this program to
disk (Windows XP users, click Save) and click OK. The Save In: window
appears.
3.From the Save In: field, click the down arrow then click to
select Desktop and click Save. The file will download to your desktop.
4.If the Download Complete window appears, click Close. The file
name icon appears on your desktop.
Install
1.Double-click the new icon on the desktop labeled R67150.EXE.
The Self-Extractor window appears.
2.Click OK or Continue.
The Self-Extracting Driver Installation window appears and prompts to
extract files to C:\DELL\DRIVERS\R67150.
3.Leave all of the default settings and click Unzip or OK. If the directory doesn't exist, you'll be prompted to create one. Click Yes. A Self Extractor window appears and indicates C:\DELL\DRIVERS\R67150 files were
extracted.
4.Click OK.
Follow the on-screen installation instructions in the window.

even though the memory stick sizes are the same, and the speed, there are other differences between memory types, such as parity/non parity, 2x32, 16x4 etc. more than likely, the speed of the memory sticks are different. the easiest fix for this is put the slower memory sticks in bank0 and bank1 (logical numbering used) and then the faster memory sticks in bank3 and bank4. this will cause the faster memory sticks to run at the speed of the slower memory sticks. If your sticks are parity and non-parity mix, then you will probably not be able to combine them.

Disconnect the Power cable / A/c adapter/Battery from computer.
Disconnect External peripherials.
Hold down the power button on the computer for 10 seconds.
Reconnect the power cable or A/c adapter and battery or the computer
Try to turn on the computer
check for Led's on the computer
If still no display ,shut down the computer,disconnect power cable.
Open the computer tower,remove memory modules,reconnect power cable and turn on the computer.If you get a beeping sound after turning on you should be getting beeping sound suggesting the mother board is not bad.Turn on the computer and disconnect power cable from computer.
Reseat 1 memory at a time if you have 2 memory module or if single memory module reseat in different memory slot,swap memory module.
Reconnect the power cable and turn on the computer if it boots to desktop possible issue with 1 of the memory module.
Disconnect the harddrive ide cable from the harddrive .Turn on the computer.
If still unable to power on .Shutdown the computer and disconnect power cable.Remove video card,sound card ,modem card if any .Connect just the vga cable from monitor to the integrated video port.
Connect power cable and turn on the computer.
If computer turns on possible issue with one of PCI or PCI express card.
If still unable to power on.Disconnect the power connector pin from the motherboard and reconnect it back.Turn on the computer check power power led on motherboard,also check if the processor fan is spinning. if no go then issue with motherboard.
