Sounds like the capacitors on the deflection power board CP150, CP120 and CP114 they are famous for failing in all versions of the ITC222 chassis. You can get the repair kit by that same name from www.tvrepairworld.com the kit has the caps and the cd with repair instructions
Thats the Power Supply. You need to call a service man, please disconnect this unit from the Power, It is dangerous to leave it plugged in. what is happening is the set has developed a serious fault, to avoid a fire or explosion, the PSU has shut down the set. that noise you hear is the power supply struggling against the fault. trying to start. Please for safeties sake, get a "Quote" from a reputable, preferably an RCA recommended service centre.

Ive had a similar model since 2002 and it had the same problem. Factory power supply to weak for the model. Mine was replaced twice before the upgrade came out. Sorry, I dont think it is a $.50 solution.
