Question about Dell E153FPc 15" TFT LCD Flat Panel Monitor
I have checked the power Fet, it is ok. All resistors and diodes checked ok with one leg off the board. The transistors are ok off the board.I changed the SM ic SG68410. It is getting only 5 volt vdd at pin 7 power supply instead of 30 volt. I have changed all the capacitors. There is 300 volt present at the main filter capacitor. Thank you
Maybe a bad cable, try and replace that. Possible a pin in the connector shorted or broke

Replace the regulator of your tv and the horizontal output transistor before replacing the fuse

If this is the power section you are testing it is important that the switch mode frequency is present from the SM drive IC. If not the SMPS will not work. If you are going to DIY and already try the monitor with another PC, and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed DELL monitors to get some ideas what to look for: http://s807.photobucket.com/albums/yy352/budm/
