Try doing this. Turn off the unit, remove the battery, press and hold the power button (while battery is out), then put the battery back and turn it back on. If that doesn't work, just repeat the steps including removing the Sim Card. Or turn on the unit without a Sim Card.
You can also try using reset codes but that would reset EveryThing back to default settings which might include losing the settings of your provider which is not recommended. But the initial step is safe to use.
Turn off notebook. Remove the battery. Press Power button. Notebook should start working. Wait for 15 secs. If the screen still blank press Power button and hold it for approx. 4 seconds until notebook is powered off. Then press power button again. Bingo, problem should be solved.
When the screen is black, try pressing Ctrl + Alt + Del; a soft reset should kick it back into gear. Did the laptop shut down unexpectedly due to power loss/overheating/etc..?
You need to go to HP.com and download updates. Sometimes the all-in-ones will need them after adding new ink. Also stay away from generics inks they will cause problems. Hope this helps.
Have you tried removing the battery for a few minutes and retrying?
