Does this continue if the monitor is unplugged and re-plugged in?  Does the menu button on the monitor feel like it has normal action?  (clicks and releases when pressed)

all buttons on side of monitor do not click and release when pushed
menu box remains after unplugged and re-pluged

If the buttons are micro-switch type buttons (like you would have on a car's alarm remote) and they don't have the proper feel, then the monitor is probably ready for the recycle bin. Doing a little looking around it appears that the monitor you have is prone to failure. I think you should look into a replacement. Samsung makes a great monitor these days. I would steer clear of anything made by HP. Here is a link to someone else's woes with that particular monitor. Good luck!

Menu box won't come off screen

Unplug the monitor power cable and plug it in back after 5 seconds. This should remove the "menu box". But I suggest you to call technician to fix the hardware problem with your monitor buttons.
