This dial is a torque setting. The higher the number, the higher the torque. Torque is a measure of how hard something is turned. For example, suppose you were using a regular screwdriver to tighten a screw. If you were to hold the screw driver loosely in your hand, your hand would slip before you tightened the screw very much. If you squeeze the screwdriver handle tightly, you could tighten the screw a lot more. The low numbers are like holding a screw driver loosely. The mechanism will slip before it tightens very much. This is only useful when you are trying not to overtighten small screws. When you are using it to drilll holes, you will want to set it at the maximum.
