I would use black shoe polish with a clean, soft dry cloth to apply the shoe polish to the black areas of the boots.
If you do not own any black shoe polish you can find it at your nearby grocery store, **** store, or department store such as Target, etc.. Just ask what aisle you can find it in at the service counter of the store. Shoe repair businesses also sell shoe polish.
You will need a second, clean soft dry cloth or a shoe buffing brush to buff the areas with the shoe polish application to a shine.
