Printer has constant red light .This happened after I changed the black ink cartridge. before I changed, the red light was blinking. After I changed the black cartridge, the red light became constant. I changed the black cartridge, used the old one, and light is still constant red. I Rebooted computer, rebooted printer, disconnected usb from printer and rebooted ... nothing. Sounds normal, however, lights don't go out and printer does not respond.

do you print CD or plain paper, red light is mean jamed paper or change cartridge. Open the top door >press drop ink symbol> look at printer head show on ink ink tray.
ITS NOT THE BLACK CARTRIDGE!!! Try changing the colour cartridge and see what happens. When a 9600 checks ink levels it does the black ink first, then the colour, if the colour is low it goes back and checks the black again but will constantly give an error message for the black cartridge. Sounds bizarre but try just the black cartridge in with no colour. print a test page in black only, if that does not print then it is a fault. Also make sure the driver is updated!!!
The light you describe is the ink light. When that light is blinking, try this.
Turn on the printer. Open the front cover and look at the carrier for the ink cartridges. There is a white arrow right above the latch for the color cartridge. Once the carrier stops moving, the white arrow should be pointing to a symbol which represents the problem (the reason the light is blinking.) Examples are low ink black, low ink color, sick black ( replace ) , sick color ( replace ).
IF you have just replaced your black cartridge, you might need to replace your color cartridge too. This printer will not work without both ink cartridges installed and full. You cant print with a full black and an empty color cartridge unfortunately, even if you only want to print black.
not sure w/ this one, but is it blinking too fast on printer, the check color and black ink cartridges? and if yes what is the color of the light, is it yellow or red, and is the on and off lights, flashing? -black and color blinking fast - install printhead -black and color blinking slow - no cartridges installed -on and off blinking black and color steady lights, calibrate

Your info is slightly conflicting - I think.
As I remember the C60 has just 2 LED's:
1 - Green for Power
2 - Red for Error
The third button - Cartridge exchange - has no LED
Now it is a while since I looked at a C60 and my brain leaks like a sieve, but that's the way I remember it and feel free to correct me if I'm wrong.
The error codes I remember are:
