Here is the owners manual. Starting on Page 16 it gives you details on how to set it up for a network. I do see many reviews online with people stating the extender does not work as advertised.
If you continue to have problems, you can utilize a $40 router and install DD-WRT or Tomato to make a $40 router a $400 router!

I can see the extender on my pc when I press connect it fails to connect to the network (?)

wrong category....but there are many reasons for non-connection.

Try to dis-able, and then 'enable' your wireless adapter. The method for this depends on your operating system.

I have one netgear wifi WN3000NP extender installed, works great, I am trying to hook up another one in my garage upstairs floor, can't seem to connect it? Can I have more than one?

I'm not an expert on these but from what I read I think it very unlikely that you will get 2 working successfully at the same time. I would be more inclined to use a home plug network extender (500mbs standard) there are many makes. These carry the network over your mains wiring.
for example (but there are many others) NETGEAR Powerline 500Mbps Adapter Starter Kit XAVB5201

I cannot connect my hg532 wifi range extender to my Echolife wn3000rp router

The HG532 is a broadband router, not wireless range extender.

So it will not connect up with another router.

You need to buy a range extender.
