The latch could need a simple adjustment or may require replacing.
Is the catch (the part that sticks out of the dishwasher, not the door part) loose?
Maybe try to loosen it (dont unscrew it completely) and re-adjust it to suit.

This sounds like a bad relay or contactor that feeds power to the element. Opening the door most likely cuts power to the entire system. When the door closes, power is going through a relay that is stuck, allowing power when there should not be any. Follow the power line from the element back to relay that feeds it. Hopefully this will not be your control board. Relays are cheap and easy to replace. Computer boards are not. Good luck
