On my modem the Internet light is blinking rapidly (The one between ADSL and WLAN) while it should be a solid green light. Or is that what it is supposed to do when transferring data? Also, when modem boots after powercut or just simply turning it off, the Internet light doesn't light up for long time.

First, unplug everything. This means, remove all your equipment from any power connection. Many people think that just turning a piece of equipment off and on will solve the problem. Actually as long as the equipment is plugged in, there is power to the circuits this prevents a complete reset.
Now, after maybe 30 seconds, plug in the modem and the router and then turn on your computer (I'm assuming there is at least one computer wired to the router). If the lights keep on blinking, push the reset button in the back of the router to try to reset it.
If these two things don't work, you can assume the router has been damaged, possibly by a power surge and must be replaced.
