I turn it on and there's a static sound and no picture. The little light at the bottom turns blue, so it's definitely on and when I press "Input", the light blinks like it normally does. What's happening?

I had the same problem. I replaced 14 capacitors on the Power Supply board. I used Panasonic series FC from DigiKey. If you see any capacitors that are swollen or have any substance oozing out for sure replace them. My set had lots of the brands that are known to have problems so I replaced all of them even though I could see no obvious swelling etc. Make sure you carefully label the connectors etc when you disassemble the unit.

You are only have 5v standby circuit working, the problem can be in the main control board (not sending signal to turn on the main power supply sections) or the main power supply sections are bad.

It can be the main board or the power supply,
look at the power supply first since it is easier to get to, look for burnt parts, bad capacitors, etc.
