Refrigerators only have one cooling system and that is for the freezer. The fridge part is cooled by sending a portion of the air from the freezer to the fridge. your fridge thermostat controls a fan that turns on and off as needed. first step is to make sure this is working, and not stuck on. turn your fridge to a somewhat warm no and open the door for a few minutes to allow the cold air out then check and see see if it gets very cold again within say an hour. if it does your fan is always on and you need to repair it. if that is working then you have to play with both freezer and fridge settings. best thing is to get a cheap thermometer and check your freezer temp. it should be around 0 to -5f if it is colder than that frigid air blowing into your fridge too cool the whole area will freeze anything close to the vent. once you have your freezer set then start adjusting your fridge. personally I have mine set at 34f knowing that some things on the top shelf will freeze. but I like my cola's COLD. so I put things like butter that are harder to freeze at that level. but if you don't want anything to freeze then a temp of 37 -39f is correct for your fridge. so it comes down to freezer temp, the amount of time the fan is on, and proximity to the vent. good luck
