Which one did you do first: Did you install ActiveSync 4.5 first, or did you try installing the driver first?
The best way to do this is as follows:
Download and install ActiveSync (4.5 is what i use both at home and work and it works great with the NEC 900 and 900C's.
Restart your Windows XP Machine (I assume you don't have Vista)
Next, follow the instructions for the installing the NEC 900 usb drivers (these drivers should be installed AFTER installing ActiveSync... (it seems to work that way without problems for me).
Next, restart your xp machine again.
Now, connect your NEC MobilePro 900 to your Windows XP machine, and it should perform smoothly.
If this does not work for you, you can contact the folks at usedhandhelds.com, they sell and repair, as well as provide support for these machines.

Windows Vista is a nuisance, in my own experience.
it has too many issues with drivers et,c.
i,d suggest seeking the setup cd, that would have been packaged with your Hand-held, Or PDA.
This would have had various Applications on it. And Also Active-Sync 3.5. However Vista. Will probably run or use Active-Sync 4.0. which is available from M$ Site. if you download from a computer running Windows 2000 Or XP. then put onto a memory card, or burn to a CD. that you can then install onto your PC.
Long-term, i,d suggest Considering XP. as a more stable and reliable Operating System.
Will need to know the brand of your wireless card as it probably needs the driver installed. Hopefully can point you to driver download once know type, version, etc. of wireless card.
The bUSEFUL Backup Plus Folder located in the Internal Disk of the Mobile Pro 900 contains a CAB file named Backup_NEC.Arm.Cab.
This file is not marked read only and being a Windows CE application , it will delete itself after installing the application.
To obtain another copy of the Bsquare Installation file, please locate this file on the included CD-Rom and replace the one in the Internal Disk as necessary.
