Try tapping the F5 or F8 key (could be either one) right after you power up. This should take you to a short text message with a couple of choices to continue; you'll find the Safe Mode option there.

When you end up with a registry corruption, you are limited to what you can do. First thing I would try is this. When you power your system on and immediately after the POST boot, begin pressing F8 on your keyboard. This will bring up a Windows Boot Menu. One of the choices you will see if, "Last known Good Configuration..." If an install of software is what corrupted your registry, this should hopefully undo that. If you are experiencing hard drive failure, this will probably not fix that.
If last known good configuration does not work, I'm afraid that the only other solution is going to try and do a parallel installation of Windows so that you can save your existing data.
What Operating System are you using?
Here's microsoft's official description of your stop error:
http://support.microsoft.com/kb/830084
SOURCE: will not boot up past the message I describe below
You might reload your Operating System to correct this. Insert your Recovery disk into your drive, choose DVD as Boot Option, recover your OS.
SOURCE: it has a blue screen
your windows OS is corrupted, you have to reinstall everything from the scratch. Doing a windows repair will not fix it.
