The USB dongle will automatically detect the Keyboard when the laptop is powered up. You don't need "pairing instructions". Put the batteries in the keyboard, plug the dongle into the USB Port. Done.
If the computer is a desktop you can purchase a wireless card and install internally or use a USB wireless dongle. The dongle will also work for a laptop.
If this monitor works when connected to other laptops, the problem is likely to be your laptop, not the monitor. I would suspect that there are bad comnections at the video connector of the laptop.

Most likely the circuit board has been cracked. In this case, there are most likely traces that have been broken, maybe a connector disconnected, or maybe some parts on the circuit board were mechanicaly broken.
If your mouse uses SMD technology, there is very little chance that it is economicaly serviceable unless it is an easy fix.
