You did not say what you are wanting to block them on. If you have a cell phone or a land line phone. There are some programs that you can get for your phones and it intercepts the calls and only allows the ones on your contact list (cell phone) or compares them to a known list of callers (land line ) to get through. There is an issue because the callers that pester you are exploiting the system and using caller is spoofing, area code spoofing etc to get through and that makes it hard to block them since they can change the incoming number..

Though downloading YouTube videos is not legal & it's not permitted by YouTube but If you and I were producers,we can allow YouTube downloading only if intended for fair use. Also you gonna find many youtube videos which is under creative common license and reuse is permitted. So you can download those kind of videos and also reuse it.

Please let me know the model number of your phone that you are using.
There are many ways of downloading youtube videos in the phone. You can either save them directly in your phone from the computer if your phone supports .mp4 format, if your phone doesn't support .mp4 format then you can download or convert them in .3gp format.

Simply put, the Viewty is not a "Youtube phone" it is a DivX phone, in the way it can play divx flash files, but not standard adobe internet flash files, which unfortunately youtube switched over to after the release of this phone. It's a simple case of youtube screwed this phone over, not that LG were lying about its capabilities, sorry people, but unless you want to complain to youtube there is no solution for this issue.
