I have a Westinghouse L2046NV Monitor and it does not come on. The monitor has gotten worse over time. I have removed the power board and found the six capacitors to the right are all bulging and 3 of them...

You may want to get the capacitor kit, but you need to get the board number used in your monitor version.
Eample of the kit:

I will not use RadioShack caps, since they are not low ESR type which is required for switching power supply, they will not last if you use generic electrolytic caps.

You should remove one cap at a time so you can see what the value is for each cap.
