Is this router brand new sound like it could be a bad router. The wan port could be going bad. I have had similar problem like this before and took days for me to figure out.

Sounds like the router needs to be reset..
Before you do a reset try to login to the router by typing 192.168.1.1 in the webrowser ..
If that fails then look on the back or under the router and there is a reset button. Press and hold for 10 sec ... The let sit for a min or 2 then try logging into it..
Note: That the router will have to be setup again. Default login admin for the password .. don't enter any usernames

Try the reset button again until it resets. If that doesn't work then you might try unplugging it and leaving it unplugged for a while and hope it looses it's memory. Eventually it should reset using one of those methods.
Also next time instead of trying to block facebook and youtube thru the whole network try blocking it for one particular pc instead, which does require that you used assign ip addresses instead of dhcp but allows that kind of control.
You could also have administrator privledges on the kids machines where they login with user name. Then go under IE and block the sites there.

192.168.1.254 or 172.16.0.1 are the ip addreses you have to type into your browser while your computer is connected (wired prefered) to your router. Once the login comes up you need to type in username and password which are...2wire (username) with blank password OR Wireless (password) with blank username...
