Depends on the year, If a carburettor car, try putting car in gear and hold the key in start position or take wires off oil pressure switches under alternator or bridge out fuel pump relay.
If Fuel injected. Turn Ignition on and off which should give a few seconds of pumping, If you need longer, you will need to bridge out the fuel pump relay.
Why do you want to pump fuel up? I guess you must have a bigger problem?
