okay, look at the fuse box and look for ones that are black or the little wire is broken. You can remove then to check them, just make sure you put the m back where you got them. the voltage should match the one burnt out when replacing it
is it notifieing you that there is a lens eror? or does it just not turn on?
This type of problem you won't be able to fix yourself, and don't try to either!
You will need to contact Kodak and tell them there is a lens eror (don't give details that you shouldn't be giving), hopefully they will be willing to fix it for you or replace with refurb.
The warning chime of 5x5 is a sign that the SRS ( airbag ) light is burnt out, and there is an error with the SRS system.
Verify SRS ( airbag ) lamp operation, turn the key from off to run ( do not start ) the airbag lamp should illuminate. If not, it is burnt out. Need to pull the cluster and replace. ( thread at F150online.com on cluster removal in the how to forum - titled about changing cluster illumination color or installing a cluster overlay ).
Once you replace the SRS bulb, you will get a LFC ( light Flash Code ) of a 2 digit number. Example : flash flash flash flash { short pause } flash flash { longer pause } flash repeats the same for 5 times, the solid on. This is an example of a LFC 4-2. Once you have the LFC start a new problem with the LFC and we can get that fixed after you get the bulb replaced.

Unfortunately in those camera's there's no good way to replace the bulb without tearing the entire camera apart which is why almost no places sell bulbs. As well since it was left in rain it could have possibly fried the circuit which isn't fixable. If you need more help let me know =)
I am assuming that you are in manual mode.
It's on board computer has decided that to prevent camera shake or motion blur that the flash was needed. Now there are things you can do if you don't want the flash to fire. If you use one of the manual modes and set your ISO to a high ISO(800ish) and make sure your f-stop is set for the lowest number your lens will accept.
Play around and see what works for you.

Yes you can do that but you don't need to replace the DVD Rom. You need 2 tools: PAL-to-NTSC converter box and a voltage converter. Don't know where to buy these though. Sorry.

That just gives you the distances you can use when running the flash in the "Winder" mode. If you don't use that, then you don't really need it. While parts may be available, you can get a used CT 1/2 head on EBay cheap - often for under $20. I'd go that route.
BE CAREFUL!!!!! FLASH GUNS ARE EQUIPPED WITH CAPACITORS THAT STORE HIGH VOLT- AGES TO DISCHARGE THE FLASH. IF YOU ACCIDENTALLY SHORT OUT A CAPACITOR WITH YOUR FINGER OR HAND, SERIOUS IN- JURY OR WORSE COULD RESULT!!!
