Press and hold the GREETING/PREVIOUS button. Record your message after the tone. Release the button when done. You can download a copy of the manual here.

It seems that your messages are full. This will happen if you dont delete all messages. Try that first. Then try the answer button. Sometimes we turn it on but forget to actually have it answer calls. Make sure your rings are set to 4 rings then you will know if it will answer after 4 rings. If it still won't answer after 4 rings then junk it. They are so cheap to buy a new one. They are not worth fixing these days. it is sad i know. Good Luck
Call your phone number. After the greeting is finished and you hear the beep to leave a message push 123 on a touch tone phone and you will be given a list of things you can choose to do including listening to messages. 123 is the default security code unless the security code has been changed. Since you dont know how to retrieve messages Im assuming the default security code has never been changed.
If 123 is not the default security code and you dont know what the code is, you can change your code in the setup menu. You get to this by pushing the stop/set button on the answering machine and holding it for a couple of seconds. Since GE doesnt offer a downloadable manual for the 29878GE1 you should probably take a look at the manual for the 29875GE1 which is basically the same model with the addition of a digital message counter. Press INT (Bottom right black button) then # then follow instructions.
Press 4 for new messages and 5 for all messages.
To turn answer machine on and off – press INT, #, 0 to turn
it off and INT, #,8 to turn it on.
My question is how to change answer machine message, any
