I would like to down load the manual to see what the problem with the machine might be but I am unable to do so. Suggestions?

Without knowing the make & model machine, we are basically unable to assist. Probably, the best thing you can do is download a copy of the user instructions:

There should be an access cover to the bobbin area. Most likely, the needle is either stuck inside the bobbin area or has dropped through to the bottom of the machine. As for installing the bobbin & bobbin case, the manual should have instructions for your to follow.

if it's still under warranty, then take it back,, and if it's not then you may have to take it to a sewing machine shop.

If the needle is not going up and down, then firstly check that the clutch to wind bobbins has not been engaged, this disengages the needle up/down mechanisim. On some machines this is a button inside the flywheel, or an inner knob that you turn to lock and unlock.

The manual may also have some troubleshooting suggestions.
However, if the machine is old or has been sitting for a while, it may be a drive belt issue or something similar in which case, take it to a service technician.

All machines benefit from a professional clean and lubrication at least every 2 years to keep them in optimum condition and save you frustration of trying to use a machine that may not actually be working right.

There is no "cl" error code for the LG WD-3245RHD. Your display unit may be bad, because there is a "cE" error code, which indicates an overload in the motor, and the suggestions in the manual are to close the tap, unplug the machine and call a service technician. So far, I have been unable to find anyone that will adequately service any LG appliance. It seems they think of their products as disposable, not repairable.

Pull outwards on the cap as you are rotating it to the left. Sometimes they get kinda stuck and are hard to pull out. Make sure you have unscrewed it all the way out as you are turning and pulling on it.
