If the needle is not going up and down, then firstly check that the clutch to wind bobbins has not been engaged, this disengages the needle up/down mechanisim. On some machines this is a button inside the flywheel, or an inner knob that you turn to lock and unlock.
The manual may also have some troubleshooting suggestions.
However, if the machine is old or has been sitting for a while, it may be a drive belt issue or something similar in which case, take it to a service technician.
All machines benefit from a professional clean and lubrication at least every 2 years to keep them in optimum condition and save you frustration of trying to use a machine that may not actually be working right.
