When going over 40 mph the car will down shift from overdrive and the rmps will jump to 3,000. Fluid is good. I can hear a vacuum leak from the drivers side.

You need to find the vacuum leak, this could be the problem. It may be a hose that is dry rotted or cracked and will be hard to see. You can sometimes spray a mixture of water and soap to find the bad hose. It should not be to hard since you know that the sound is coming from the driver side. Feel and grab around the hoses and slide your hand down to feel for any sucking air.

if the compressor is starting there will be a very small dimming in the house lights,if you go outside to the unit and start it from the outside disconnect when the compressor starts you will hear a whine type noise coming from the outside condenser unit that is the hermetic compressor motor operating,no cold air can be a number of issues,low on refrigerant(not likely on the new sealed systems) a bad motor start/run capacitor(quite likely) a bad contactor on the outside unit that supplies power to the compressor,one leg of the 240volts that supplies the compressor power,the fan will run on 120 volts,but the compressor needs 240 volts check the fuses.breaker in the power panel

Power steering is intermittent in the cold. seems like pump is running with idle rmps. faster rmps better the steering works

Check fluid, make sure rack or pump are not leaking. If fluid is not low, then you will probably need a pump.

you can buy any small compressor, will do the job, it uses very low volume of air. for blowers, paintguns and drills you need high volume compressors. so if the nail gun is all you will use it for, buy an inexpensive compressor and save money. plz rate-bozcro
