Asumming that these smudges are digital and not just something tata you can remove with cleaner, If your moniter is back-projecting then the issue is probably that the projector has been damaged.

If your monitor is a flat-screen then the gels inside of it are misplaced from somone touching and damaging your screen.

So basically, the only practical thing you can do is buy a new monitor.

Go to a computer fair and get a flat screen monitor for around $195 dollars. Why even keep this anicent artifact in todays new screens?

Usually every laptop has the option of adjusting the screen brightness as you would want the screen to be pretty dim when running on battery to conserve battery life.
