Question edited for clarity, 'sharp at 5516' to 'Sharp AR-5516'.
Remove the toner cartridge and clean the contacts on both the cartridge and the copier with alcohol. Tap the cartridge on both ends to settle the toner. Make sure you are using genuine Sharp replacements.

Cause : CRUM chip defect OR Improper developing unit Check and remedy : As you have already replaced the tonner, we can suggest Replace the CRUM chip,Replace the developing unit
You have to change your developer, you can see developer spillage inside the machine it is a common problem in this particular model. Rate this and vote for this after your problem resolved.
During installation , use sharp ar205 developer and sharp ar021 toner cartridge. This shows you did not use developer or used the wrong ones, good luck.
